Tender Description

⁠⁠⁠You are invited to submit a lump sum quotation to undertake the preparation of a strategic directions paper and action plan that responds to the living circumstances and needs of older people who reside in Wellington Shire. The scope of work will also consider the needs of people living with disability and the needs of carers.

Project intent is to clearly define the initiatives that Wellington Shire can undertake (support services, information navigation, activities, facilitation, public realm investments etc.) that will positively impact liveability for older residents. 

This work will be referred to as ‘Stage 2 of the Wellington Shire Home and Community Care Review’ and will need to draw links and align with recommendations of the report completed as part of Stage 1.

Council is also looking to undertake a two-phase engagement process with key stakeholders and with community members to inform the development of a contemporary and future focused approach to active ageing where mobility, connectivity, participation, and ease of information access are prioritised.

As part of this work, Council is seeking:

1. A consultation and analysis report to inform Council’s future role and transition from in home community care service provision, which considers:

  • What is Council’s role going forward in funding home & community care services, and what are the current needs of older members of the community in Wellington Shire in addition to existing funded supports?
  • How does Council safeguard community by not creating additional service gaps?
  • Is there a better use of Council funding in the aged care sector?
  • What are the economic, social, natural, and built environment benefits and impacts if Council reallocates the existing funding?

2. Consultation must provide analysis and detailed reporting that includes:

  • An understanding of the current home care service gaps at a place-based level.
  • Issues and gap analysis around individual home care service delivery.
  • Options for a more informed way for community to navigate the home community care system.
  • Alignment of outcomes with Council Plan 2021 – 2025 and Healthy Wellington 2021 – 2025.
