Tender Description

Overview

TasNetworks is a Tasmanian Government Business Enterprise responsible for the safe delivery of reliable electricity to its customers. TasNetworks is responsible for transmission and distribution of electricity to over 250,000 homes and businesses across Tasmania.

The North West Transmission Developments (NWTD), being progressed by TasNetworks, include 240km of new and upgraded transmission lines and other energy infrastructure that will support Tasmania's ambition to be a world-leading renewable energy provider. The projects will link Cressy, Sheffield, Burnie, Hampshire and Staverton to strengthen the backbone of Tasmania's transmission network supporting Marinus Link and other renewable energy developments, particularly in the North West region of Tasmania.

The NWTD is currently in the design and approvals phase. As part of this phase, work has commenced on project procurement planning and scoping, with the procurement activities currently scheduled to commence in the second half of 2022.

Other work underway as part of the design and approvals phase includes land access and acquisition, site investigations and surveys, Environmental Impact Statement preparation, landowner and community consultation and planning approval preparations required under the Major Infrastructure Development Approvals Act (1999).

NWTD, together with Marinus Link, will enable Tasmania to double its clean energy production and play a major role in providing a clean and affordable energy future for all Australians.

The NWTD and Marinus Link will deliver significant economic benefits by creating 1,400 jobs at peak construction and $1.4 billion in economic stimulus in Tasmania.

The projects will unlock a pipeline of future renewable energy generation developments that are estimated to provide an additional 2,350 jobs at peak construction and add a further $5.7 billion to the Tasmanian economy.

NWTD Procurement

The NWTD scope is further split into two discrete scopes of work, which include:

  • Staverton to Hampshire Hills ('SV-HH'): HVAC transmission works, comprised of overhead transmission line ('OHTL') and substation works, to facilitate connection to UPC-AC's Renewable Energy Parks, including Jim's Plain and Robbins Island; and
  • The Remaining North West Transmission Developments ('RNWTD'): the remaining HVAC transmission works, comprised of OHTL and substation works, required to support the Marinus Link interconnector flows.
  • The SV-HH procurement commenced in late May 2022 to secure a Head Contractor under an initial early contractor engagement model, followed by an Engineer, Procure & Construct engagement.
RNWTD procurement is subject to final investment decision (FID) which is currently scheduled for December 2024. Procurement is scheduled to commence mid-late 2022. Construction activities are currently scheduled to commence in 2024-2025 following FID.

RNWTD project scope includes:

Substation extension and augmentation;

A new switching station at Hampshire Hills;

Approximately 390 new transmission towers, and associated tracks and other civil works; and

Dismantling some old sections of overhead transmission line.

The intent is to appoint a single Head Contractor to deliver all RNWTD project scopes, subject to final submissions.

An important part of bid assessment for RNWTD will be how the local economy (both regionally and within the state) is engaged.

TasNetworks will encourage and support the successful Head Contractor to engage local contractors and suppliers for project works, support services, materials and goods.

The Head Contractor will be required to provide a Tasmanian Industry Plan detailing which subcontractors and suppliers they intend to engage that meet the Tasmanian Government's 'buy local' requirements. TasNetworks will support the successful Head Contractor to maximise spend and employment in the North West region.
