Tender Description

The Great Western Highway Upgrade Program (GWHUP) will result in 34 kilometres of four lane divided highway between Katoomba at Rowan Lane and Lithgow / South Bowenfels at Magpie Hollow Road. Once completed, the GWHUP will significantly improve network performance, safety and resilience along the corridor.
 
The Program will support economic development in the region and maintain or improve the urban and rural amenity for towns and villages along the route. Infrastructure Australia has identified Great Western Highway improvements between Katoomba and Lithgow as a Priority Initiative, recognising its role in securing a sustainable and prosperous future for NSW.
 
The East and West packages of this project are jointly funded by the Australian and NSW Governments.

Transport for NSW (TfNSW) is inviting suitably experienced and qualified organisations to register their interest to participate in the procurement process for the delivery of the Katoomba to Blackheath (East) and Little Hartley to Lithgow (West) packages for the GWHUP.
 
The successful tenderers will be selected through a two phase procurement process. The first phase involves this Registration of Interest and then Invitation for Expression of Interest phase. The second phase involves the Request for Tender, submission of tenders and awarding of contracts.
 
To successfully register interest to participate in the procurement process for the East and West packages, organisations must meet the following requirements and follow the instructions outlined in the attached document titled “GWHUP – East and West Packages – Registration of Interest Document”, including, but not limited, to section 3:
 
a) must be, in TfNSW’s opinion, a bona fide contractor consortium, designer or service provider who can demonstrate its capability and experience to play a significant role in a consortium, or to act as a contractor in its own right, to deliver either the East Package or the West Package;
 
b) must be either:
 
a contractor who is prequalified with TfNSW under the National Prequalification System for Civil (Road and Bridge) Construction Contracts, at the prequalification class of F150 PLUS (Financial) or above, R5 (Roadworks) and B4 (Bridgeworks) or must demonstrate to TfNSW how it will obtain prequalification by the time of submission of its expression of interest application. If registering as a consortium, at least one entity of the consortium must be prequalified to the aforementioned prequalifications; or
a technical services supplier who is prequalified with TfNSW on its’ Technical Services Registration Scheme for both Complex Road Design and Complex Bridge Design.
All applicants must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).

The Code for the Tendering and Performance of Building Work 2016 applies to this project. This document is available at https://www.legislation.gov.au/Details/F2019C00289. By submitting an ROI for this project you will become subject to the Code for the Tendering and Performance of Building Work 2016.
 
It is a requirement for this project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for ‘building work’ for the Project and must maintain accreditation under the Scheme while the ‘building work’ is being carried out. Information on the Scheme is available on the Australian Government website at www.fsc.gov.au
 
TfNSW will accept receipt of registration documents (completed Registration of Interest Form and executed Confidentiality Deed Poll) until 2:30pm on 18 August 2022.
 
TfNSW may determine (in its absolute discretion) that it is appropriate to consider a late registration request.
