About the Australia Pacific Climate Partnership Support Unit
 
The Australia Pacific Climate Partnership (the Climate Partnership) was established in 2018 to support Australia’s aid programs to increase the effectiveness of support for climate change action and disaster resilience in the Pacific.
 
The Climate Partnership Support Unit was established at the outset of the Partnership and is entering its second phase (2022-2024). The Support Unit has a team of technical experts based in Australia and the Pacific who work with DFAT aid investment program managers and their implementing partners to integrate climate change and disaster risk reduction, broker and enable better access to actionable climate change and disaster knowledge in the region, and undertake Program-wide monitoring, evaluation and learning.
 
About the Role
 
Reporting to the Climate Adviser and MERL Manager, the MERL Officer will deliver on a range of MERL activities to support implementation of the APCP MERL Plan. The MERL plan outlines a comprehensive approach to collecting and using data generated from across the APCP and its partners. The overall objective of the MERL Plan is to both ensure accountability and performance of the APCP, and contribute to the development and application of knowledge regarding the integration of climate change and disaster risk resilience into development in the Pacific islands context. In doing so the Officer will support the APCP to demonstrate progress, and build and share knowledge across its network of partners.
 
Responsibilities

The primary responsibilities of the MERL Officer are:
 
- Coordinate the collection and collation of quantitative and qualitative program data across the APCP program.
- Develop and manage the implementation of monitoring and evaluation methodologies, including periodic ‘integration health checks’; ‘outcome harvesting’ and other processes outlined in the APCP MERL Plan.
- Package and disseminate information and knowledge, and institutional learning, for APCP partners and aid program stakeholders, including DFAT, to inform and strengthen best practices approaches to climate and disaster risk integration in the Australian aid program and across the Pacific.
- Identify and support delivery of research and analysis, including by drawing on program related data and information, to address key aid policy and programming knowledge gaps and interests
- Work with the APCP to support design and delivery of internal, external and regional learning events
- Support the development of APCP reports, including 6 monthly and Annual Performance Reports
- Support the maintenance and updating of the APCP MERL Plan and information management system ‘Climate Wise’
- Other activities as directed by the Climate Adviser and MERL Manager.
 
Requirements

The minimum education and experience required are:
 
- Degree, in environmental science, geography, climate change, international studies or development, or other related disciplines; and / or relevant qualifications in monitoring, evaluation, research and data management.
- Knowledge of, or experience with, the Pacific and/or international development.
- Excellent research, analytical, and problem-solving skills
- Highly developed communication and time-management skills.
- Demonstrated experience designing and implementing monitoring, reporting research and learning strategies.
- Knowledge and understanding of DFAT aid policies and strategies, and other relevant government policies.
- Demonstrated experience in stakeholder consultation and engagement
- Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion.
- An understanding of climate change and disaster risk resilience issues in the Pacific Islands context is desirable.
