Tender Description
Building on the next stage of the FHMV Strategic Assessment and Future Directions work, Warrnambool City Council is seeking quotations for a consultancy to deliver a business case and master plan for the FHMV site to:
- determine the FHMV precinct business model to provide a level of certainty about how the precinct should operate into the medium and long term;
- detail capital investment (public and private) required to deliver the preferred business model; and
- detail what needs to be done for public and private sector pathway approvals to make the site investment ready
The scope of the consultancy service is to include:
Part A - Tourism Product Assessment – Business Case
- Delivery of a Business Case to consider and evaluate future opportunities and business model options for the FHMV precinct. This will include inter alia product positioning, market competition, sustainability of capital investment, addressing existing and future infrastructure constraints, and leveraging the site strengths and aligning to product gaps, private investment opportunities and public facility co-location opportunities;
- Product critique / assessment and next stage strategic direction to inform future capital investment opportunities and development of business objectives for the Flagstaff Hill Maritime Village (FHMV) through consultation with key stakeholders, the tourism industry and the community;
Part B - Public Private Partnership Opportunities
- Identification and assessment of alternative land use and concept options for underutilised areas of the precinct (eg. opportunities for additional tourism and accommodation product) including investment potential and infrastructure needs;
- Preparation of a precinct Master Plan to facilitate discussion and engagement with key stakeholders, potential investors, the tourism industry and the community;
- Process, Planning and Implementation action plan, including a framework for a potential Expression of Interest process to attract investment public-private sector partnership opportunities.
The consultancy services will deliver a Business Case and Master Plan to guide the future direction of the Flagstaff Hill Maritime Village (FHMV) precinct in areas such as:
- Evidence base and documentation to seek private and public investment in the precinct;
- Identification of new development opportunities that explores the revenue and investment potential; and infrastructure needs.
- The study will provide a positive focus for the Warrnambool community that provides a basis for leveraging increased development, investment, visitation and yield whilst enhancing the cultural experiences that the Flagstaff Hill Maritime Village can provide to the Great South Coast.
- Provide a level of certainty to stakeholders and the broader community that the future of the precinct is being developed in a strategic and evidence based way;
- Garner community and stakeholder support for the next wave of investment to implement the directions of the Master Plan and Business case;
- Align with the priorities and strategy of the Great Ocean Road Regional Tourism Strategic Plan and Master Plan.
- Offer much needed tourism product to grow the visitation and yield to our City and region.
