THE COBBLEBANK COMMUNITY SERVICES HUB
Background
1. Located in the heart of the accessible Cobblebank Metropolitan Activity Centre, the Community Services Hub will provide space currently lacking in the municipality to accommodate a range of community, allied health and education services to meet the needs of our growing community and the broader region.
2. Council proposes to construct a facility at Hollingsworth Drive on approximately 0.6 hectares which is contemplated to have space available for community service organisations at reduced commercial rates. The facility will be funded by Council with support from the State Government through the Growing Suburbs Fund.
3. The Hub location is well serviced by the Cobblebank train station and integrated bus services throughout the local area.
4. The need for the Community Services Hub arises from recognised gaps in health and community services including family violence services, mental health services, disability and early intervention services, children’s services, employment services, alcohol other drug support services, refugee support services and culturally specific services for our Aboriginal and Torres Strait Islander communities, and culturally diverse communities.
5. Many health and human services programs catering to outer western Melbourne, including the City of Melton, are delivered in neighbouring municipalities and are difficult to access. Service providers express difficulties in providing services in the City of Melton due to lack of affordable, co-located accommodation in central locations.
6. Council has therefore taken the initiative to develop the Cobblebank Community Services Hub to provide an accessible and affordable co-located community service space and looks to work in partnership with government agencies and key stakeholders to deliver localised community health and support services for the growing community.
7. Construction is planned to commence in June 2023, with the facility to be operational in June 2025.
8. Designs are preliminary and subject to approval. However as at the date of this EOI, Council anticipates that the building will comprise approximately 4870m2 of gross leasable commercial space across three storeys. The gross leasable area (GLA) will include circulation space, amenities, reception area and lifts servicing all levels. The building will have capacity to accommodate around 300 desks depending on the internal fit out. Space within the Hub is proposed to consist of:
8.1. Ground floor: 600m2 of office space and 500m2 for office or retail uses and 130m2 for a café
8.2. First Floor: 1500m2 of office space and reception area
8.3. Second Floor: 1360m2 of office space and outdoor terrace area. This space is earmarked for commercial tenancies.
Objectives of the Cobblebank Community services Hub
1. To provide an accessible, affordable central space that will attract community service, employment and education providers to deliver critical localised services and support to improve health and wellbeing outcomes for the community.
2. To provide a facility to act as a services hub for the City, providing a fully integrated service facility, addressing the immediate and future service needs of the City of Melton’s rapidly growing community.
3. Fill significant service accommodation gaps and be a hub for collaboration between community services, with the potential for wrap-around service models to benefit the community in one accessible location including training.
4. To deliver critical community support services locally, making them more accessible for the local community.
Proposed arrangements
1. The EOI will be a first step in determining the level of interest in the number of agencies/service providers intending to take up space within the hub, the amount of space agencies intend to access, internal fit out requirements and facility resources and amenities that may be required.
2. It is proposed that Council will use the response to this EOI to inform planning and design for the Hub and may engage with Respondents to seek additional information. In particular this EOI will determine the level of interest in agencies who have the potential to be long term anchor tenants.
3. The operating model will be developed based on a mix of commercial rates and reduced rates to enable not-for-profit companies to establish locally in the provision of community services. It will ensure that the business model is commercially viable long term whilst enabling organisations to deliver critical services.
4. Once an understanding of the tenancy interest and needs is established a formal design and build process will then be undertaken.
5. A formal process will then be undertaken to secure and formalise tenanancies which will include specific space for community agencies, commercial tenants and other relevant details. The EOI process will support the identification of commensurate services and uses so that community services are appropriately co-located.
6. The Community Services Hub will operate under a governance framework which may be operated by a lead tenant or through the appointment of a dedicated facility&
