This Tender is invited by the Issuer.
The 2022-23 Budget includes funding to establish Australian Public Service (APS) data and digital Academy Campuses and APS Hubs in regional Australia. These multi-agency offices will allow people from outside of Canberra to take up unique training and employment opportunities with the APS. The proposal includes the development of new APS entry level programs (data cadetships and data and digital internships) that will run alongside the current Career Pathways offerings.
The Australian Public Service Commission (APSC) requires a user researcher and a service designer to assist with delivery of this measure. The successful candidate will undertake discovery research, user research and service design on a variety of products/services needed to ensure the proposal’s success.
User researcher
Working with a multi-disciplinary team, the user researcher will be responsible for helping us gain the user insights, needs and pain points required in order for us to design a positive experience for students and staff located at the Campuses and Hubs, including those who will participate in the Career Pathways programs.
We are looking for a user researcher experienced in a full range of user research techniques, as well as being able to synthesise and analyse data to create actionable insights. The user researcher will also be able to communicate their findings to stakeholders in writing, verbally or via presentations. The role may involve some travel, although most of the user research will be done virtually.
The service designer will work alongside the user research, taking the information gathered to complete the initial design of relevant products/services.
We are looking for a service designer who thinks creatively and strategically, advocates for the users, and can visually present information to support the delivery of improvements to users. The service designer will need to be able to consider the needs of different users across multiple products and services. The service designer will need to engage and communicate widely, meaning stakeholder engagement and management skills are essential.
The team at the APSC works in an agile manner across a range of products/services, each with different requirements and deadlines. An ability to be flexible and to adapt to changing requirements is vital for both roles
We will be looking to prototype, test and iterate these products and services as they are developed. The products/services to be developed include:
• Design of four APS Hubs
• Design of two APS Academy campuses (including relationships with universities, current programs and new programs)
• Whole-of-Government data cadetship program
• Whole-of-Government data and digital internship programs
• Data and digital entry level program professional supervisors program
• Data and digital training for all APS staff
