Tender Description
Warrnambool City Council is seeking submissions from suitably qualified and experienced consultants to provide environmental monitoring, cap and infrastructure inspection services and annual report writing to fulfil the requirements of the Aftercare Management Plan (ACMP) for the Braithwaite St Closed Landfill Site (BSCLS). The consultant is required to undertake these services with respect to the relevant EPA guidelines, and PCPAN Licence conditions.
The closed landfill area is approximately 12 hectares and lies in an east west trending valley which is part of an old beach lagoon system. The site naturally drains to the south-west and west. There are no engineered controls for storm water management at the site.
The site is currently fenced to restrict access. It is anticipated that any long term future use of the site will be mainly passive recreational.
The landfill operated between 26 March 1982 and 25 August 1999 for the disposal of municipal wastes, under EPA Waste Discharge Licence (ES 91/6). Since closure, the site has been regulated under a Pollution Abatement Notice (PAN) issued in 1999 and environmental monitoring has been ongoing in accordance with the PAN requirements. The site is now regulated by an After Care Management Plan developed in accordance with the PCPAN, Licence No. 90007563.
Surrounding land uses are as follows:
- North and East – industrial premises;
- South – residential properties; and
West – floodplain and Merri River. The Merri River, which runs northwest to south west, is located approximately 500 m to the south west of the site, with the coastline a further 1,000 m south of the site. The Merri River flows roughly north-south, but has been diverted south west behind coastal dunes at Levy’s Point.
