This Tender is invited by the Issuer.

The Specified Personnel will be responsible for providing the following deliverables including but not limited to:
- Developing complex applications and web based solutions using contemporary technologies including JavaScript, .NET and Java that meet business needs, design specifications, industry standards, agreed service levels, departmental policies, procedures and corporate objectives such as enterprise architecture artefacts;
- Developing successful, user focused services that demonstrate the solution design decisions support the needs;
- Producing new and updating existing technical documentation;
- Providing technical advice and support to business analysts, solution architects, testers and other various stakeholders;
- Reviewing the solution design and providing feedback that ensures the design balances functional, service quality and systems management requirements, including meeting web and accessibility standards;
- Developing, maintaining and performing unit testing of system components;
- Performing quality assurance checks of design, code and technical dependencies across multiple development components and streams;
- Complying with departmental methodologies (e.g. project, service, release and change management) to maintain, support and review/upgrade existing capabilities;
- Providing delivery managers with status updates and development effort estimates for changes;
- Troubleshooting production system incidents, problems and defects;
- Building and managing relationships with internal and external clients, stakeholders and service providers;
- Contextualising, conveying and exchanging information to create a shared understanding, presenting complex information;
- Developing positive team ethos within the immediate workgroup through positive participation and communication;
- Developing and maintaining strong effective working relationships with key management personnel and internal client base;
- Be a part of the 24x7 support team. Providing out of hours support, including a requirement to be on call, on a rostered basis. This entails:
* Specified Personnel to be available, and in the ‘required state of readiness’ to perform extra duty outside of standard business hours;
* The ‘required state of readiness’ includes the requirement for Specified Personnel to:
- physically attend on site within 30 minutes of notification of requirement to attend or as directed by Director, Maritime & Geospatial Systems (MGS);
- maintain compliance with the Department’s Professional Standards and Integrity Framework, which includes but is not limited to, ensuring Services are not performed whilst impaired by any legal or illegal drugs or alcohol.
* Specified Personnel will be provided with a mobile telephone while on call.
Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department’s recordkeeping policy and practices.
The Specified Personnel will also be responsible for producing the following deliverables, including but not limited to:
- Technical Specifications;
- Technical design and matrix;
- Architectural documents;
- System Design Specifications;
- Work flows, events and sequence diagrams;
- Environment Context Definitions;
- Deployment plans.
