This Tender is invited by the Issuer.
Simplified Targeting and Enhanced Processing System (STEPS) is a program that sets out the pathway for an integrated pre-border information system needed to deliver a safer, faster and smarter biosecurity and imported food experience for importers and other industry participants. To inform this program, a key proof of concept (POC) is required.
POC - Expanding Business Partnerships: Detailed discovery that examines opportunities to reform and re-design current industry arrangements to improve take up and biosecurity risk management.
Key Deliverables:
- Define scope.
- Identify stakeholders and baseline their experience.
- Identify the activities that need to be delivered (including a roadmap).
- Describe the current state.
- Conduct a detailed discovery that examines opportunities to reform and re-design current industry arrangements.
- Develop a discovery report that provides options on what needs to be explored (including performance metrics).
- Develop and test prototypes based on the options from discovery.
- Develop a test report that examines the results of the discovery.
- Develop a future looking road map and implementation plan which is informed by the discovery report and the test report.
- Evaluate the options based on benefits and costings.
