This Tender is invited by the Issuer.
The request seeks to engage experienced sellers who have the capability to design, build and implement a Geospatial Surveillance Information Management System (GSIMS) for the Northern Australia Quarantine Strategy (NAQS) Animal Health Surveillance program within the Australian Department of Agriculture, Water and the Environment (DAWE). The NAQS Animal Health Surveillance program conducts field surveillance activities in remote areas of northern Australia to support Australia’s biosecurity system.
The GSIMS developed will need to include:
• A capability to provide remote field data collection (including offline)
• Data storage for Animal Health data, flexibility in the design to accommodate data sets from other surveillance streams
• Reporting and analytics capability. Data accessible for live analytics using a range of COTS software (e.g Microsoft Power BI). This capability should be product agnostic.
• Ability to interface with other systems
• Use of Esri products. The Department has access to Esri product suite under an Enterprise License Agreement (ELA), including Server and Desktop licensing, Enterprise GIS users including Portal for ArcGIS and ArcGIS Online.
The project will be delivered in three phases:
• Phase 1: Discovery and GSIMS design
• Phase 2: Develop Proof of Concept
• Phase 3: GSIMS production implementation
