Tender Description

The Rural City of Wangaratta (RCoW) is seeking a suitably qualified demolition contractor to carry out the demolition, removal and disposal of the North East Deer Stalkers building

The North East Deer Stalkers building is located at 2 College Street, Wangaratta, 3677, next to the Rifle Club. This building is approximately 50 years old and was previously used as a club house and function centre. We require it to be demolished due to its poor state of repair/condition, it has been derelict for several years and poses a serious OH&S risk.

The building is a single storey structure. It has a pitched roof with a combination corrugated iron and metal tray deck cladding. The external timber framed walls are clad with timber weather boards and corrugated metal plinth boards around the perimeter.

The floor structure is timber bearers and joists supporting timber floor boards throughout. The building compromises a main hall, kitchen area, office, amenities, meeting room and store rooms. It has an approximate floor area of 265m2 and has been classified as a Class 9b, assembly building in accordance with the Building Code of Australia 2016.

As well as being in a poor condition there is also asbestos in the floors, subfloors (debris), eaves and ceilings.This will need to be safely removed and disposed of before the site is fully demolished. All services including water, electricity and sewage will be disconnected and made safe prior to the project commencing and do not form part of the tender submission. Although all sewage and storm water pipes are required to be removed, but the electrical supply cable and water meter needs to remain intact and in place.

A critically endangered Golden Sun Moth has been discovered within the Barr Reserve adjacent to the Deer Stalkers demolition and Rifle Club sites (please see attached ariel pictures with area marked in red Map 1). The footprint of the demolition works are to remain within the red marked area (in attached map 2). Machinery and trucks used for demolition and removal of materials to enter and exit via the current access road off College Street, vehicles are not to drive or turn around on undesignated grass areas. The area that has been mapped as potential Golden Sun Moth habitat, is to have flagging tap installed to ensure no vehicles access the site. The four-week demolition programme needs to be completed by mid-October to avoid the moths breeding season.
