The Provision of Internal Audit Services

⁠⁠⁠Fire Rescue Victoria (FRV) is a modern fire and rescue service that meets the needs of twenty-first century Victoria.

The new organisation was established on 1 July 2020 as part of Victoria’s Fire Services Reforms.We serve and protect communities across Melbourne and Victoria’s major regional centres.

There are 85 FRV stations located across the state. FRV Firefighters respond to fires, complex rescues, road crashes, emergency medical calls and hazardous chemical spills.

Our people are highly trained and ready to respond to emergencies across Victoria, Australia, and the world.

We work as one in the emergency services sector. FRV proudly works with the Country Fire Authority (CFA), which is a community-based volunteer fire service.

Volunteers are vital to Victoria’s strong fire and rescue service capability. The safety of our community and our firefighters relies on us working together.

BACKGROUND/OPPORTUNITY

In Accordance with Standing Directions 2018 under the Financial Management Act 1994, FRV is required to maintain an internal audit function.

The Business Assurance Department in FRV is responsible for overseeing the internal audit function including Risk Management, Committee Governance, Business Continuity and Continuous Improvement to ensure that the FRV Executive Leadership Team is well positioned to discharge their internal audit related obligations under the Standing Directions 2018 under the Financial Management Act 1994.

Business Assurance supports the Fire Rescue Commissioner appointed Audit, Risk and Compliance Committee (ARCC) in carrying out their mandated obligations.The current contract for internal audit services is due for completion on 30 June 2022.

This procurement activity is to engage an external service provider to provide internal audit services for a period of three (3) years, with the option to extend the contract for a further two (2) one year periods subject to performance levels being achieved and maintained at the sole discretion of FRV. The three (3) year contract period is anticipated to commence 1 July 2022 and will include a reasonable handover with the current Internal Audit service providers.
