Development Victoria is seeking a Construction Environment Management Plan consultant who will be engaged to deliver a Construction Environment Management Plan for the Melbourne Arts Precinct Transformation project (MAPT), through a single phase Open Tender process. The Open Tender process will invite bidders to respond to the criteria within the Request for Proposal (RFP), including relevant experience and expertise.

The successful bidder will be engaged using Development Victoria's Minor Services Consultancy Agreement and is to prepare, in coordination with Development Victoria, Project documentation as the MAPT moves into a delivery phase. This includes:
1. Preparing the Construction and Environment Management Plan (CEMP).
2. Reviewing the Interface Management Plan (IMP).
3. Reviewing and updating the Occupational Health and Safety (OH&S) management plan.
4. Reviewing and proposing updates to the Design Management Plan (DMP).
The successful bidder will also need to ensure that their deliverables integrate with the master approved Project Implementation Plan (PIP).

Bidders must demonstrate strong capability and capacity to deliver these services on the MAPT. Key criteria will include the following:
• Demonstrated experience working on complex civic Infrastructure projects within operating environments
• Demonstrated experience on the development and delivery of complex management plans with multiple work sites, contractors and stakeholders
• Demonstrated ability to provide the resourcing necessary to deliver the CEMP by the dates required in the RFP.
This tender is subject to Strategic Project Local Jobs First requirements, as well as the Victorian Government Social Procurement framework.
