Tender Description

⁠⁠⁠The body of work under this engagement re-examines Council’s existing sustainability strategy, particularly in light of world climate conditions and the increasingly bold commitments from the international community. Local governments across Australia have roles to play in both reducing emissions and building resilience to the impacts of climate change in the future. Bundaberg Regional Council is therefore expanding its current sustainability strategy to encompass a whole of region approach to achieve net zero emissions by 2030.

Underpinning the net zero target, the Bundaberg region has a number of projects and proponents that are working in the renewable energy and hydrogen space. Major challenges to these projects include a lack of enabling infrastructure, underdeveloped supply chain of inputs (i.e., waste streams for energy generation), and the need to establish energy supply offtake agreements.

To address these challenges and support viable emissions reduction pathways, Council seeks to develop a net zero emissions strategy, along with a regional assessment of renewable energy projects (including hydrogen production) that will aid in the overarching goals of net zero emissions.

Objectives

1. Facilitate high level stakeholder engagement and incorporate feedback as input into net zero strategic planning.

2. Establish the Bundaberg region’s baseline emissions profile and rank the emissions drivers that contribute to emissions.

3. Identify emissions reduction pathways that will assist the region in achieving its target and long-term goals.

4. Develop the Bundaberg Region Net Zero Emissions Strategy.

5. Conduct an assessment of renewable energy (including hydrogen production) supply opportunities, offtake capabilities, and potential catalyst projects that would aid in achieving net zero emissions.
