This Tender is invited by the Issuer.
The department is looking for an experienced Business Analyst with extensive procurement experience to support an approach to market for a major IT procurement exercise. Reporting to the Procurement Manager and providing support to the Procurement Specialist, you will provide strategic and analytical support to the procurement team. You will be expected to work with the approach to market team and internal stakeholders to develop the statement of requirements and associated go to market documents necessary to support a high value, high visibility procurement.
Role responsibilities include but are not limited to:
• Applying excellent analytical skills to develop the statement of requirements and associated go to market documents to support an optimum procurement outcomes being achieved.
• Working with the Procurement Specialist and approach to market team, across each phase of the program including requirements definition, tender preparation, tender evaluation, supplier negotiation and implementation.
• Develop effective and collaborative relationships with a range of internal and external stakeholders including senior management, departmental colleagues and other key team members including legal and probity advisors.
• Liaise with departmental subject matter experts to inform technical and service performance requirements.
• Effectively apply Commonwealth government procurement policies and legislative requirements that deliver value for money outcomes including probity and transparency.
About you
The successful applicant will have excellent communications and writing skills, confidently facilitate workshops, have a strong attention to detail, well developed analytical skills and demonstrate the ability to work as part of a dynamic team.
To be considered for this role, you must demonstrate the following:
• Evidence of recent experience in government IT end-to-end sourcing and procurement processes.
• Experience in IT Infrastructure and Service Management, procurements, project analysis and/or project delivery.
• Experience with large IT programs of work.
• Minimum 5 years experience working in business and/or technical analysis in a Project Management Office, Portfolio Management or large transformation program.
• Experience in preparing a statement of work and performance schedules for commercial purposes (procurement and contract).
• Strong written and verbal communications skills, with a proven ability to communicate with both IT and business senior executives, internal and external stakeholders and to escalate issues appropriately.
• Strong collaboration and workshop facilitation skills.
• High attention to detail and capable of delivering a high level of accuracy and quality documentation.
• Demonstrated analytical thinking and problem solving skills.
• Ability to support others in the approach to market team as required.
Desirable
• Experience with IT Service Contracts and contract negotiations.
• Experience with transition in and transition out of service providers.
• Knowledge of the Commonwealth Procurement Rules (CPR), Public Governance, Performance & Accountability (PGPA) Act and the Resource Management Guides (RMG)
• Minimum 5 years’ experience as a business analyst.
An appropriate tertiary qualification in related discipline is highly desirable including strong knowledge of Commonwealth ICT Government procurement policies.
It is a requirement that you be an Australian Citizen and hold a security clearance at a minimum Baseline level.
