Nillumbik Shire Neighbourhood Character Strategy – Engagement of Consultant

The Council is seeking responses to this Request for Tender (RFT) 2122-025 for the engagement of a suitably qualified Consultant (individual or firm) to deliver Nillumbik Shire Neighbourhood Character Strategy.

The key skills and experience requirements are as below:

1. Expertise and experience in preparing neighbourhood character strategies and guidelines (including all associated in-house preparation of

documents/graphics/mapping);

2. Expertise and experience in a community engagement programs in support of preparation of the land use planning (neighbourhood character

strategies or similar highly regarded);

3. Proficient skills and demonstrable experience in policy writing within the framework of the Victoria Planning Provisions to prepare ordinance

(amendment material) for the implementation of finalised neighbourhood character strategy and guidelines into the Nillumbik Planning Scheme; and

4. Demonstrable experience in representation (at Panel) in regard to supporting (3) above in supporting Councils implementation of neighbourhood character strategy and guidelines policy and provisions content into planning schemes, with successful outcomes highly regarded.

The successful consultant (or consortium) will prepare a Neighbourhood Character Strategy and Guidelines for the Shire’s residential areas

The Shire’s residential areas are generally located within the Urban Growth Boundary (UGB) and predominantly comprise land in the residential planning zones:

a) General Residential Zone (GRZ)

b) Low Density Residential Zone (LDRZ)

c) Township Zone (TZ)

d) Neighbourhood Residential Zone (NRZ)

e) Mixed Use Zone (MUZ)

It should be noted that Council intend to undertake an updated Housing Strategy informed by the Neighbourhood Character Strategy and Guidelines.

The contract is anticipated to commence on or around 10 December 2021 with an intended completion date of 16 December 2022.
