Tender Description

⁠⁠⁠Murray PHN invites responses for the provision of Psychosocial Recovery Services (PRS) funded through the Commonwealth Psychosocial Support program in accordance with the requirements of this Request for Tender (RFT).

Services must deliver against the specifications detailed in Murray PHN’s Part B - Psychosocial Recovery Services Guidelines. Key features of the services are as follows:

The purpose of PRS is to provide non-clinical, community-based support to consumers with severe mental illness who are not currently accessing services under the National Disability Insurance Scheme (NDIS) or State Government funded programs. Services will be short-term, low in intensity and will strengthen capacity of consumers to live independently, safely, and productively in the community. Services will support consumers to form meaningful connections in a supportive environment and reduce the need for acute care.

Eligible consumers are those affected with severe mental illness, including mood (affective) disorders, anxiety disorders, personality disorders, psychotic disorders, eating disorders, substance use disorders and trauma related disorders. A clinical diagnosis is not required.

The new stream of Psychosocial Recovery Services consolidates the following three Commonwealth Funding streams for Psychosocial support:

  • National Psychosocial Support- Transition (NPS-T/ Extended Transition Arrangements (ETA))
  • National Psychosocial Support Measure (NPSM)
  • Continuity of Support (CoS).

Consumers currently accessing existing Psychosocial Recovery Services will be supported by current providers to transition to new service arrangements. This support will be provided from when the time new arrangements are in place on 17 January and will cease on 28 February 2022. For successful service providers already providing PRS services, existing arrangements will cease when the new arrangements begin on 17 January 2022.

The successful service provider(s) will be contracted for service delivery from 17 January 2022 to 30 June 2023.
