Tenders are invited for the provision of Asbestos Management Services.

The contract involves two parts:

1. Part A – Asbestos audit reviews & Annual review of Council’s Asbestos Management Plan
2. Part B – Supply of Asbestos Risk & Incident Responses, Investigations & Management

Tenderers are invited to tender for either Part separately or for both Parts.

The first part (Part A) involves the supply of services relative to the professional asbestos audit reviews conducted on Council’s buildings and facilities in accordance with the requirements of Chapter 4, Part 4.4, ‘Division 5’, Subdivisions 2 and 3 of the Victorian Occupational Health and Safety Regulations 2017. These ‘Division 5’ reviews are required every five (5) years with the next review due to be undertaken in financial year 2023/24. Additionally Part A involves the conduct of annual reviews of Council’s Asbestos Management Plan for each of the three initial years of the contract and for any contract extension years exercised by Council. Council intends appointing a single supplier to perform this part of the contract.

The second part (Part B) relates to the supply of asbestos risk and incident responses, investigations and management including any necessary public safety and remedial works, including reviews and reports compliant with Chapter 4, Part 4.4, Division 6, 7 and 8 of the OHS Regulations 2017 and operational reviews and advice on Division 5 audits, on an ‘as required’ basis. Council may appoint a single supplier, or a panel of suppliers to perform this part of the contract. Response, investigation and management services may be required on a 24 hour seven day a week reaction basis.

The prime objectives of the contract are:

• for Council to procure Asbestos Management Services through a public tender process and award a contract to experienced, accredited and competent contractors which demonstrate these attributes through a quality tender response.
• to ensure Council complies with its statutory obligations with regard asbestos risks and risk management;
• to engage a contractor/s capable of providing independent and professional service and advice to Council.

Council reserves the right not to accept the lowest or any Tender, or part thereof. Tenders received after the closing time will not be considered
