This opportunity in a nutshell
 
Carterton Council is looking to procure a Professional Services Consultant to undertake all investigations and studies to establish the feasibility of alternative water supply options through a process that is transparent, defensible, and efficiently prioritises options.
 
What we need
 
Carterton District Council wishes to ensure that the Carterton urban water supply system has adequate capacity and resilience to provide for future growth and seasonal fluctuations in demand and water flows. Dry conditions, such as those experienced over the summer of 2020/21, are already causing extended water restrictions, and future growth and the expected impact of climate change will make this situation more pressing. Accordingly, Carterton District Council wishes to now put in place a robust strategy that maps out a process towards ongoing water supply adequacy and resilience.
 
This consulting assignment is envisaged to be the first phase of the investigations and physical works program. A major part of this assignment is the identification of options. Although some potential solutions have already been suggested, CDC welcomes creative approaches. We envisage that the eventual solution may involve aspects of source augmentation, demand management, loss minimisation, and possibly integration into urban/rural and/or regional initiatives.

What we don't want
 
We do not want theoretical proposals about speculative approaches to water source investigations. We are not looking for commercial outcomes. We don't want suppliers who are not accredited and registered with ISO 9001:2015 'Quality Management'. We don't want a supplier that cannot complete this first phase within 12 months.
 
What's important to us
 
The council is looking for innovative suppliers that have the right people with the technical skills, relevant experience, and track record. We will be using Purchaser Nominated Price (Target price) as our supplier selection method recognising that there is still a Council budget constraint of $250,000. Being a small district with the 13th lowest rating base in NZ achieving the best value for money remains essential to all our communities. We wish to form a collaborate agreement with a supplier so together we can achieve the council's outcomes within financial constraints. We believe that this approach will result in positive outcomes reflect in reduced costs risks during the following phases.
