Tender Description
Fare Compliance Survey Contract 2022 – 2024 Inclusive (plus extensions) Expression of Interest (EOI)
DoT is requesting Expressions of Interest (EOI) from vendors who are members of the Victorian Government's Marketing Services Register (Market Research) with the capabilities to conduct the biannual DoT Fare Compliance Survey for the period 2022 to 2024 Calendar Years. Specifications Fare Compliance Survey Expectations
1.Account Service/Management
Having read the attached you will appreciate the complexity of this project. Prior to each wave of the survey up to three meetings are required with DoT and Transport Operators such as V/Line, Yarra Trams and MTM. While the survey is in field a number of interactions will take place with DoT & PT Operators. Your will need Senior Client Service for this project.
2. Trained Field Force
Prior to each wave a field force of around 30 needs to be trained and ready to be operationalised. You will require a Field Force of 30 people with experience working on similar projects.
3. Sophisticated Rostering
Sophisticated rostering of the field force needs to be set up to meet the statistical requirements of the survey as well as operational requirements. You will need experience managing complex rostering of a field force of around 30 to meet complex statistical and operational needs.
4 Categorisation of Survey Findings
The non-compliant ticket type is crossed via category as per below table and in the Practice Notes.
5. Calculation of Findings
You will note in the attached Survey Notes complex calculation and weightings are detailed. I also refer you to the attached excel spreadsheet “Report Template”
You will require expertise completing projects requiring high end in-house statistical capabilities.
6. Publication of Results
Several quality reports are expected and examples (not the latest due to sensitivity) .

- Excel File with Data and Graphs
You will need to be able to produce these reports with data, text and tell a story and meet deadlines. NB: Ability to produce an Accessible Version of the Official Compliance Report is a compulsory requirement.
7. Innovation
While the Fare Compliance survey has a very strong element of continuity there may be opportunities for innovation to make the survey more efficient, accurate and robust.
Please register your Expression of Interest (EOI) by Midday 24th September, 2021 to be considered for the RFQ Invite by utilising the Response to Expression of Interest Document including the “one pager” requested.
