Broadcast System Replacement

⁠⁠⁠The Parliament of NSW (Principal) seeks proposals (Quotation) from qualified Broadcast/AV System Integrator (Tenderers) for the Design and Construction of a Turn-Key Project to upgrade the Broadcast and Audio-Visual Systems (Broadcast/AV) throughout the NSW Parliament located at Macquarie Street Sydney.

The installed solutions shall be flexible, innovative and easy to operate utilising the latest technologies together with the provision of Training and Support Services to deliver media content to the Parliamentary Members, Staff, Media and Public to fulfil its obligations to the community.

The current Broadcast/AV systems installed throughout Parliament consist of some equipment which is classified as end-of-life, other equipment which does not fulfill Parliament's modern needs, and equipment which no longer fulfils Parliament’s requirements in relation to Covid-19.

Parliament over the past 20 years has carried out minor and partial Broadcast/AV upgrade works to the existing Broadcast /AV systems and whenever rooms have either been modernised and/or added. Excluding the Strangers Dining Room, Small Meeting Rooms and Media Offices, this RFT has been developed to produce a universal replacement of all Broadcast/AV Systems within, but not limited to, both Debating Chambers and three (3) Committee Rooms plus plans for a future fourth Committee Room, which shall be referred to in this RFT as the 'Primary Systems' to be upgraded.

Heritage Responsibilities

The NSW Parliament building is considered a heritage site. When planning this upgrade, the System Integrator shall always consider the Heritage impact and approvals which may be required as part of the upgrade design.

As with all rooms of a high Heritage nature, the System Integrator shall sort permission from the Principal and/or Heritage Architect prior to making any new penetrations into ceiling or walls. Lucas Stapleton Johnson is the nominated Heritage Architect for this project.

Section 60 of the Heritage Act (any design for new facilities within a Heritage environment shall be carried out by a heritage approved architect, and the subsequent program of works needs to be approved by the relevant authorities). Part of the approval process under the guidance of the Heritage Architect may include the taking of high resolution ‘before’ and ‘after’ colour photographs from various angles.

Prior to any work being carried out which may impact on a Heritage related item or part of a room or building, the System Integrator shall submit to the Principal a detailed description of planned work to be carried out. On written approval from the Principal (which will be supplied within five (5) business days), work can then proceed. The Principal will organise a meeting of all relevant parties to discuss the proposed work prior to installation. Once the work is completed, it is the responsibility of the Principal to engage the Heritage Architect to verify in writing that the work conforms with Heritage requirements.
