Tender Description

⁠⁠⁠Warrnambool City Council are seeking tender submissions from qualified & suitably experienced contractors for the supply & installation of solar PV systems. The work covered by the specification consists of supplying all labour, expertise, supervision, materials, and equipment necessary in the design, supply, installation and commissioning of the system/s at the facilities listed below.

  • Archie Graham – 118 Timor Street Warrnambool VIC 3280
The solar PV contractor shall design, supply, deliver, install, test, commission and maintain the system, which shall be complete with all necessary ancillary and minor items to facilitate the correct completion of the work. This shall also apply to all requirements of relevant standards and/or authorities having jurisdiction over these works.
 
In general, these works shall include but not be limited to:
 
• Design and installation of the solar PV systems in accordance with CEC guidelines, complying with all installation manuals and relevant Australian standards including solar PV modules, grid connect solar inverters, solar mounting systems, new AC and DC switchgear, secondary protection hardware, solar framing/mounting, cabling, cabling protection, battery controls and monitoring system(s), and if applicable; battery inverters, battery bank and battery enclosure.
 
• Provide ‘for construction drawings’ and project safety plans for client approval prior to any site works.
 
• Structural certification has been provided for the roof structure however this does not cover the array mounting. If the array mounting manufacturers standard engineering certification does not cover the final design and installation the contractor shall provide site specific array engineering certification.
 
• If the Contractor’s design differs from that covered in any structural certification provided as part of the RFT the Contractor shall provide structural certification of the suitability of the building/roof for the proposed works.
 
• Provide a temporary loading structural assessment if required for their proposed installation methodology.
 
• Supply of solar PV modules, grid connect solar inverters, battery bank, solar mounting systems, new AC and DC switchgear, cabling, cabling protection, secondary protection hardware, battery enclosure, battery controls, monitoring system(s) and associated equipment, and, if applicable battery hybrid inverter(s), suitably located and housed battery bank(s), battery enclosure(s) and controls.
 
• Electrical connection of solar PV/BESS system to low voltage system via existing main switchboard including electrical safety certificates;
 
• Grid connection application and approval;
 
• Meter reconfiguration or changeover required for solar installation;
 
• Supply, installation and commissioning of a third party solar PV monitoring system;
 
• “As-built” drawings and operational manuals on completion of project;
 
• Safety shutdown procedure documentation and training to onsite staff and maintenance staff;
 
• Commissioning and testing of the complete electrical installation;
 
• Provision of installation warranty and defects liability period from the date of practical completion see Table 1-3: Warranty, DLP and service duration;
 
• Provide all equipment warranties and documentation;
 
• Full maintenance and spot cleaning of the system, in accordance with the CEC guidelines see Table 1-3: Warranty, DLP and service duration; 
 
• Training of client maintenance staff for ongoing maintenance post the contracted maintenance period.
