Tender Description

⁠⁠⁠1. The Commonwealth requires the services of a Joint Fires Technical Officer to supplement the contractor workforce within the Land Network Integration Centre (LNIC). This proposal seeks to engage an Information and Communications Technology (ICT) to assist the LNIC with the integration of joint fires into the Land Network. The position is primarily a technical hands-on role, with responsibility for the innovation and integration of Joint Fires systems into the Land Network.

2. The contractor engaged under this RFQTS will be engaged on a time and materials basis of payment. Notwithstanding, the following deliverables are envisaged during the term of this engagement:

a) Demonstrated general understanding of ICT development process, document suite and implementation and draft a risk assessment for associated activities.

b) Contribute to Land Combat System Architecture (LCSA) for Joint Fires.

c) Assist in the development of mission threads for Joint Fires.

d) Demonstrate critical thinking and problem solving relating to the integration of multiple systems to inform the Joint Fires related response to daily requests for information via the Land Integration Framework - Digital (LIF-D).

e) Document and validate LIF-D advice for priority 1 & 2 Land programs, including but not limited to: 17 & 19, 8113 & 8116 (primary SME). Draft and develop supporting documentation to formal LIF advice and certification templates and subsequently brief both the LNIC and LCSP Executives and external stakeholders regarding key Joint Fires integration considerations.

f) Assist in the development of innovation opportunities through the submission of proposals in verbal and written briefs as required, and undertaking related tasks to progress innovation works.

g) Support the Joint Fires Integration Engineer to inform both LNIC and CS Program Executive of task status, including reporting on identified risks/issues and proposed mitigation actions.

h) Provide support and/or represent LNIC and CS Program within Joint Fires forums, which include external stakeholders.

i) Provide support to exercise and test activities, including development and implementation of test plans for Joint Fires (baseline for Joint Fires Army), technical advice, troubleshooting and reporting.

j) Support day-to-day technical administration of the Joint Fires components of the Land Network Battle Lab.

k) Other duties as directed.

3. It is expected that the majority of services delivered under this contract will be at the LNIC facility in Symonston, however interstate and overseas travel may be required to support Joint Fires trials and liaison with stakeholders.

4. A three (3) month probation period will be imposed as a condition of employment for all new contractors.
