Tender Description
PURPOSE:
The purpose of this project is to improve consistency, compliance and minimise negative impacts of third-parties operating in roads and on the successful delivery of road infrastructure projects across Australia.
The project will achieve its purpose by:
• Identifying and leveraging existing models and solutions and apply them across jurisdictions (e.g., Victorian Code of Practice, National Rail Safety Regulator).
• Developing detailed analysis of the current technical, regulatory, system and procedures in the jurisdictions.
• Providing an evidence-based report to form the foundation for a national strategy and action plan.
• Providing a detailed options analysis, and plan for the recommended option and roadmap to enact change.
DELIVERABLES:
This project will produce the following key deliverables:
• A comparative literature review report of Australian regulation (legislations, regulations, codes etc.) applying to state, territory and local governments that manage public utilities and other third-party assets and operations (for example, commercial utilities) using work already undertaken in the recently completed Austroads Project AAM6165 Improve asset management, safety and project efficiencies through balanced telecommunications legislation changes (Issues Paper) . The Issues Paper was not published externally and will only be provided to the successful tenderer.
• Detailed report of the current technical and procedural status in all jurisdictions and challenges to changing them.
• Detailed options analysis report of how a national code of practice might be approached.
• Strategy document: detailing benefits, objectives, and impact of recommended option.
• Action Plan with executive summary and timeline for the recommended option and a roadmap for Austroads and each member jurisdiction to follow to enact change (including identifying cross-government and industry stakeholders for each jurisdiction and resources required to achieve change).
• Final deliverables:
o Internal Report - Strategy and Action Plan including a compilation/summary of the evidence-based project reports and activities throughout the project.
o A webinar.
