MDF is seeking a dynamic and strategic thinker to oversee the day to day technical and operational management of the Timor-Leste country program. The successful person in this exciting role will become the primary liaison between the country team and Australian Government Department of Foreign Affairs and Trade (DFAT) Post, and will be an active member of MDF’s Core Leadership Team.

In Timor-Leste, MDF promotes economic diversification and poverty reduction through partnerships in agribusiness and tourism. The team also encourages entrepreneurship by providing financial and advisory support to innovative businesses.
Role
MDF is seeking a dynamic and strategic thinker to oversee the day to day technical and operational management of the Timor-Leste country program.
The successful person in this exciting role will become the primary liaison between the country team and Australian Government Department of Foreign Affairs and Trade (DFAT) Post, and will be an active member of MDF’s Core Leadership Team.
Key Responsibilities
- Manage a portfolio of agricultural, industrial and service sectors and interventions to generate pro-poor growth in a sustainable, effective, and efficient manner to meet the Facility’s development objectives in Timor-Leste
- Lead and mentor the Timor-Leste country team to implement the MSD approach and Donor Committee for Enterprise Development (DCED) guidelines for results measurement
- Increase capacity of the country team to undertake market systems analysis; to identify constraints and opportunities to unlock pro-poor growth; and to negotiate high quality ‘deals’ with private sector partners
- Ensure that partnership selection and MDF Partnership Agreements are in line with the relevant Australian Commonwealth policies and procedures
- Ensure that the Facility’s results measurement system is fully utilised by the country team as a decision-making tool
- Foster a culture of continuous learning and honest inquiry to improve program implementation
- Ensure the effective integration of cross-cutting themes such as gender, disability and environmentally and socially responsible business in the portfolio
Requirements
Essential:
- Experience leading teams to undertake economic, market, political and other analysis, and translating the findings into MSD interventions
- Significant experience in program administration, including a proven ability to recruit, coach, mentor and lead a team of national staff.
- Demonstrated capacity to constructively engage with the private and public sector, development partners, other development programs, and other similar stakeholders
- Post graduate qualifications in development economics, business, or other relevant fields
- Willingness to travel throughout Timor-Leste and internationally on a semi-regular basis.
