Tender Description

⁠⁠⁠The Town of Port Hedland requires support to the Rates Team to enable compliant rates billing in a complex statutory environment.

Scope:

The Town of Port Hedland operates a differential rating model and in 2026/27 is expected to Rate $92.3M in gross rate revenue. This is across 7,660 properties or tenements. Approx 5,000 properties are considered GRV Residential rating category, but the town housing stock is majority owned by large corporations. The approximately 500 UV Mining rating category require an understanding on the Mining Act and The Government Trading Enterprises Act.

The roles include:

• Overseeing Annual Rate Setting

• Property Revaluations processes from Landgate

• Interim Rating

• A strong understanding on local government rating legislation, including Mining leases, State Agreements, Mining tenements, Pastoral leases, leasing and licenses as described by the Mining Act (Mining Act 1904) and The Government Trading Enterprises Act 2023 (WA) (GTE Act) is required.

• An understanding of TechnologyOne Property and Rating module is also required.

• Transfer of knowledge to Rates and Finance team

• Mining leases/tenements as described by the Mining Act (Mining Act 1904) and The Government Trading Enterprises Act 2023 (WA) (GTE Act)  

Delivery/Supply methods

The Town is flexible in the delivery of Rating Support, recognising that delivery methods can be either in-person or delivered remotely.

Reporting requirements

The Contractor shall provide a monthly written progress report in relation to:

• Appropriate application of specialist knowledge

• Quality of advice and recommendations

• Completion of knowledge transfer activities

• Quality of documentation provided

• Capability uplift in internal team

The progress report shall be due on the first Friday of the month, covering the activities for the preceding month.

The Contractor will attend fortnightly team briefings and provide Monthly Summary reports to the Manager Financial Services for the previous period.
