Tender Description

⁠⁠⁠The Women and Newborn Health Service (WNHS) within North Metropolitan Health Service (NMHS) intends to approach the market soon to seek offers for the Provision of Women's Health Centre Services in the Peel Region, East Kimberley Region and South East Metropolitan Region that meet the Community Outcome to improve health, wellbeing and safety of vulnerable women in the community.

Women’s Health Centre services should target those women who are vulnerable* and/or are economically disadvantaged** in the community.

*Vulnerable is defined as the following groups of women:

•           Aboriginal women

•           Women with complex health and social circumstances who experience barriers to accessing health information and services such as those:

•           Living in remote and regional area’s

•           Refugee and new migrant women

•           LGBTQI+

•           Women with a disability.

**Economically disadvantaged is defined as those women with: 

•           No income

•           Low income

•           No access to income.

Women's Health Centre services will need to meet the following Service Outcomes:

            1.         Vulnerable Women have improved access to support services/programs that best meets their needs and circumstances;

2.         Vulnerable women experience improved health and wellbeing and have greater awareness of the social determinants affecting their health;

3.         Vulnerable Women utilise services and supports that enable them to address their health challenges and underlying factors;

4.         Consumers have input into the development of programs and/or can participate in the development/improvement of programs/services via a 360 degree feedback process about their experience of service;

5.         Women are receiving services that are reflective of their current health and support needs; and

6.         Vulnerable women have increased knowledge, information and tools to support their health.

Examples of offered services to meet service outcomes include:

Prevention:

•           Health promotion activities

•           Exercise and support group

•           Clinical appointments

•           Stakeholder engagement

•           Information and referral

•           Training opportunities that includes skill development

Early Intervention:

•           Counselling

•           Group work

•           Clinical appointments

•           Case management / advocacy

•           Provision of Information

•           Referral to specialist services 

Postvention:

•           Advocacy

•           Groups

•           Information and referral

It is envisaged that there will be two separate Requests issued: one for East Kimberley Region and the other for Peel Region and South East Metropolitan Area. It is likely that the Customer Contract established for Women’s Health Centre in East Kimberley will have a single service provider appointed. It is likely that the Customer Contract established for Peel and South East Metropolitan may be awarded in any of the following ways:

A single service provider for each location; or
A single service provider for both locations.
NMHS will be seeking offers for the South East Metropolitan Area from service providers that can tailor women’s health services for the high Cultural and Linguistic Diversity (CALD) population in the Area.

Due to limited funds, it will not feasible to fund a new/standalone women’s health centre in each community. It is envisaged that this funding can add value to an appropriate existing service in each region/area.
