Investing in Infrastructure (3i) is a six-and-a-half-year, nationwide, social investment program funded by the Australian Government and implemented by Palladium. The program has supported more than 90 private companies to establish and expand piped clean water infrastructure, electricity networks, and small scale solar in areas where operators would not have invested by themselves. At least one million Cambodians will have access to reliable electricity and piped clean water through the support from the program.

Project Overview and Role:
Investing in Infrastructure (3i) is a six-and-a-half-year, nationwide, social investment program funded by the Australian Government and implemented by Palladium. The program has supported more than 90 private companies to establish and expand piped clean water infrastructure, electricity networks, and small scale solar in areas where operators would not have invested by themselves. At least one million Cambodians will have access to reliable electricity and piped clean water through the support from the program.
3i’s experiences provide an opportunity to inform and influence wider infrastructure policy in Cambodia by building on lessons and insights into the institutional and policy framework, gained through successful delivery of its work.
Existing policy related activities include (a) support to an inter-agency renewable energy working group (TWG) on facilitating electrification of rural areas with renewable energy and developing a Renewable Energy Assessment and Strategy for Cambodia; (b) assisting the Ministry of Industry, Science, Technology and Innovation (MISTI) on development of Cambodia’s water policy and related measures for the water sector; (c) policy and regulatory advice to the Securities Regulator of Cambodia (SERC) on measures to enhance development of Cambodia’s domestic bond market for financing infrastructure investments; and (d) development of a smart city strategy for Sihanoukville that can be enabled through public-private partnership (PPP) based investment. Through its policy engagement 3i aims to establish a solid basis for future bilateral cooperation between Australia and Cambodia on infrastructure investment.
Existing global and program’s impact measurement activities have shown significant benefits to women and girl’s health, education, economic opportunities, and individual empowerment after connecting to reliable electricity and clean water infrastructures. 3i’s initial scoping study on gender relation has shown strong women participation, connection, operation, and decision making around each step of its infrastructure investment activities. Where sensible and practical, gender consideration has been incorporated in projects implementation for both investment policy interventions.
3i currently has a requirement for a Gender Adviser to review the program’s existing process to incorporate gender in program’s implementation in both investment and policy interventions and gender impact measurement. From this assignment, the program aims to understand if its existing process is effectively and sensibly incorporating enough gender perspective, if it is contributing any harm to gender relations, and if there is more to do or should have been done. This is an international short-term adviser (STA) position.
Primary Duties and Responsibilities:
Objectives
Review and assess the program’s existing process of gender incorporation in its investment and policy support in infrastructure.
Identify potential areas for improvement in gender inclusion considering the program’s context.
Extract lessons learnt from the program’s implementation of its gender incorporation and provide recommendations for more gender inclusion in infrastructure programs like 3i.
Key activities
- Review the program’s existing gender incorporation process.
- Review the program’s existing monitoring and evaluation activities to capture different aspects of gender impacts.
- Interview relevant staff and partners stakeholders to understand the program’s context and Cambodian’s gender context in the infrastructure sphere.
- Identify how the program’s existing gender incorporation process fit with the program mandate
- Identify if there are other activities the program can do or should have done to incorporate gender more effectively.
- Develop recommendations how it can proceed realistically for the remaining period of the program.
- Develop lessons learned and general recommendations on how programs like 3i could better incorporate gender in investment and policy areas for the completion report.Prepare and present a final report to senior leadership regarding the above and other notes on implementing the gender strategy.
Required Qualifications:
Tertiary qualifications in International Development, Gender Studies, or other relevant subject area.
Between 5 and 10 years proven experience in gender and social inclusion and gender-focused project analysis (ideally in Cambodia)
