Tender Description

⁠⁠⁠ STAGE 1 - PRE-QUALIFICATION - Pre-Qualification is a quick response of select (Yes/No) questions that are deemed a must have criteria for the provision of service required. These responses are evaluated after the pre-qualification close off date and an email is then sent to the supplier advising either qualified or not qualified. All response to the Pre-Qualification quick response questions must be made before the Pre-Qualification close off date Tuesday 15th June, 2pm EAST. Please allow 30 minutes to complete this stage.


STAGE 2 - FULL TENDER ACCESS RESPONSE TO FURTHER QUESTIONS IS REQUIRED - If the supplier is deemed qualified access is provided straight away to the full tender via the eProcure portal and the supplier needs to access the eProcure portal again and go to the RESPONSE TAB and complete the set questions, save the submissions. All submission's must be made prior to the close off of the tender date. Please allow at least 1 hour before cut off to load completed documentation against the questions in the response tab.
 
If the supplier receives notification that the pre-qualification has been deemed Not Qualified there is no further action required for this tender. The supplier has been deemed unsuccessful at this point.
 
In order to be considered as a conforming bid, tenderers must provide all the documents listed as conforming. All questions listed as mandatory must be responded to. Non-conforming tenders representing unacceptable levels of risk may be excluded from further consideration.
 
Introduction
 
Federation University Australia is seeking to engage with a supplier of a class allocation and management software system which will enable higher education students to plan, self-select and manage their class timetables.
 
Currently Federation University operates a combined timetable allocation and enrolment process where students enrol and receive their timetable at the same time as enrolling in My Student Centre (Campus Solutions student access portal).  A change to the timetable then requires a student’s enrolment to be changed and a notification sent to the student. It’s an inefficient system which provides a poor user experience for students, academic and administrative staff.
 
It is proposed that an allocation system is implemented to decouple the enrolment process from the class allocation process. This will allow for improved planning opportunities (e.g. student enrolment numbers available and enabling staff to update the timetable before it is open for students to select their individual timetable), reduced professional staff workload and a reduction in the number of post publication timetable changes, which will in turn improve the student experience. 
 
In order to be considered as a compliant bid, suppliers must respond to all questions listed as mandatory.

In scope :
 
  • Implementation of third party software allow Higher Education students to manage their individual class allocations 
  • Integration/s between Universities Timetabling system, Syllabus Plus and selected allocation system to populate timetable information.
  • Integration/s between Universities Student Management System, Campus Solutions and selected allocation system to populate Student Enrolment data.
  • Connection to Universities email/notification systems to send automatic emails to students in specific scenarios. E.g. when their individual timetable has changed.
  • The software must meet all identified business processes and ITS specifications.  
  • The software will ideally be a SaaS solution and must comply with ITS security requirements.
Out of Scope
 
  • Partner Providers and TAFE students
  • Student Enrolments, Student enrolment process will remain in the Student Management System.
  • Timetable Management, the management of the Universities timetable will remain the current Timetable Management System.
Target Timeline
 
July 2021 - Commence work with selected partner
 
August – October – Implementation of system including integrations with Campus Solutions and Syllabus Plus
 
November – Testing and system readiness to enable enrolments for 2022 to commence in December
 
December – System live to accept Semester 1 2022 class allocations
