Cumberland City Council (Council) is seeking expressions of interest from builder-developers to construct a new Council administration building in Granville, integrated with potential residential, commercial, retail, car parking and public domain uses. In exchange for Council’s land contribution, it is intended that the successful builder-developer would be responsible for financing, designing, and constructing the proposed development outcome in it is entirely, subject to the endorsement of Council. The intention behind the delivery agreement would involve little capital contribution costs from Council and in return the builder-developer will obtain the uplift value on the site which would offset the costs of the project.

The Expression of Interest (EOI) forms the first part of a two-stage selective tender process for the Project. Following the evaluation of Proponents, Council may, at its sole discretion, request shortlisted Proponents to submit a Request for Tender at the second stage of this tender process.
