Tender Description
This Tender is invited by the Issuer.
The successful candidate will be required to undertake the following (but not limited to) tasks:
• Working with business and ICT stakeholders to understand business strategy and develop IT solutions and architecture.
• Where required, contributing to the definition of DFAT’s overall IT architecture.
• Providing high level design leadership to specialists implementing solutions.
• Shaping technical solution proposals to be commercially acceptable to the business and DFAT’s internal ICT area.
• Take an active role where necessary in supporting request for tenders, request for quotations and contract negotiations to ensure that the outcomes correctly represent required solutions.
• Architectural governance role during solution delivery and providing technical leadership for designers and development teams.
• Review and ensure solution designs conform to end-to-end interoperability in accordance with DFAT ICT standards, frameworks, roadmaps, and principles.
• Leading the analysis of current state systems for large and complex solutions producing the appropriate documentation and artefacts to benefit target state roadmaps and solution design.
• Support business analysts in business process design, use case design, and information design and modelling.
• Contribute to the coordination and management of the program and projects.
• Solve architectural design related problems and make design decisions to optimise short and long-term business outcomes.
• Possess a fundamental understanding of end-to-end security integration and dependencies including for DFAT’s overseas locations.
• Represent the Program to stakeholders, partners, suppliers, and users.
• Provide support to Project Managers, the Program Manager and the Program Executive as required.
Skills and experience
The successful candidate will need to demonstrate the following:
• Previous role in the design and delivery of successful information system projects within government organisations meeting organisational and business objectives expectations.
• Aptitude to pick up new concepts and technology rapidly; ability to explain it to both business & IT stakeholders
• Ability to understand business and commercial issues and to demonstrate the benefits of a wide range of IT technologies and services to the business.
• A broad technical background in ICT applications, cyber security, integration, and infrastructure services.
• A minimum 10 years of experience in solution architecture roles, preferably including the areas of federal government personnel and physical security.
• Demonstrated experience in working with architecture frameworks such as TOGAF and ArchiMate.
• A broad technical understanding of On-Premise, Private and Public Cloud providers (such as Azure).
• Experience engaging with and presenting to all levels of business from technical staff through to executives and senior management.
• The ability and confidence to work collaboratively as part of a high performing team.
• Be a creative and strategic thinker with strong problem-solving and analytical skills.
• Establish and maintain effective relationships with key internal and/or external stakeholders to identify, lead and deliver high quality business outcomes.
• A demonstrated capacity to provide timely, compelling, and concise advice to inform executive and senior management to support decision making.
• High level judgement and decision making to deliver effective technology leadership and management.
