Tender360 SaaS Procurement and Tender Management Platform Implementation, Configuration, Licensing and Support Services

⁠⁠⁠Requirements

The Department of Veterans' Affairs (DVA) seeks to engage SimplyLogical Pty Ltd to provide the Tender360 Software-as-a-Service (SaaS) procurement and tender management platform, including implementation, configuration, onboarding, training, support and licensing services.

DVA intends to utilise Tender360 as a procurement and tender management capability to support procurement activities across the department. As part of this engagement, the supplier will be required to establish and configure the platform for DVA's immediate operational requirement, being the Refresh and Expansion of the Professions of the Panel of Outreach Program Counsellors for the Open Arms Outreach Program (SON4061273).

The supplier will be required to:

• Provide Tender360 SaaS licensing for the duration of the contract.
• Configure and deploy a DVA tenant environment.
• Integrate the solution with DVA identity and access management arrangements, including Single Sign-On (SSO) where available.
• Provide onboarding, implementation assistance and user training.
• Configure and build the complete Request for Tender environment for the Open Arms Outreach Program Counsellor Panel Refresh and Expansion procurement.
• Configure the supplier-facing tender response forms and workflows within the platform.
• Configure evaluation workflows, assessment functionality, document management and reporting requirements.
• Provide technical support, maintenance and ongoing platform updates.
• Provide annual refresher training for DVA users.

The Open Arms Outreach Program Counsellor Panel Refresh and Expansion procurement is a critical business requirement and represents the first DVA procurement activity to utilise the Tender360 platform. Accordingly, DVA requires implementation and configuration activities to commence as soon as practicable following contract execution.

We anticipate contract milestones to align with the following: 

• Milestone 1 - Platform Implementation and Onboarding
• Milestone 2 - OPC Panel Procurement Build
• Milestone 3 – ICT Compliance Roadmap (due within 60 days of contract commencement)
• Milestone 4 - Year 2 Licensing, Support and Refresher Training (contract extension at DVA’s sole discretion)
• Milestone 5 - Year 3 Licensing, Support and Refresher Training (contract extension at DVA’s sole discretion)
