Hume City Council is seeking submissions from suitably qualified and experienced consultants to design and document a five-hectare greenfield sub-district active open space located at 525, Grand Boulevard, Craigieburn.
The Highlands North Sports Reserve (the Reserve) will be developed to deliver district skate, scooter and BMX facility and will include Councils first dedicated Pump Track, skate, scooter and BMX park and a range of active and passive open space features.
The appointed Consultant shall perform the role of Lead Consultant (LC), and will appoint and manage specialist sub-consultants (SC) to undertake relevant packages of investigation, design and documentation.
Council is seeking to appoint a LC by April 2021.
The reserve forms part of the Craigieburn R2 Precinct Structure Plan developed by the Victorian Planning Authority to detail growth area expansion in Hume. The reserve land was vested to Council by the area developer Stocklands as a contribution requirement and the reserve will form part of the Highlands Estate development in Craigieburn.
Council identified the need for the provision of skate, scooter and BMX facilities in this development precinct of Craigieburn and has worked with Stocklands to develop a functional lay-out concept plan for the site incorporating (attachment 2).
The reserve is approximately five hectares in size and has a direct interface with Grand Boulevarde on its northern border and residential development and streets to it south, east and west borders
