Council is planning to undertake an upgrade of Russell Street, Toowoomba, from Neil Street to Victoria Street.
Russell Street is an iconic Toowoomba destination with a key role to play in the implementation of the Toowoomba City Centre Masterplan. The Russell Street Streetscape Refresh Project aims to transform Russell Street into a vibrant, people-friendly destination that enhances the unique character of the area and provides an engaging and inclusive environment that will support business and community growth.
This project is an opportunity to reconnect Russell Street to the existing laneway network, the upgraded north section of Ruthven Street, the emerging Railway Parklands precinct and Queens Park. It also presents an opportunity to capitalise on changes to the way people travel along Russell Street due to the function of the Outer Circulating Road (OCR) Victoria Street Extension.
Part of this project involves upgrading footpaths with a new surface treatment (concrete pavers) to be laid. These pavers will need to closely match those specified in Council’s City Centre Public Realm Design Guidelines (CCPRDG).
