The Great Barrier Reef Marine Park Authority (GBRMPA) and the National Indigenous Australia Agency (NIAA) have entered into a Memorandum of Understanding (MOU). In part, the MOU seeks to better integrate Indigenous Compliance Ranger partnerships into the existing GBRMPA Incident Management Framework whilst raising awareness of the Project, promoting participation and building operational interest among Indigenous ranger groups, providing ongoing mentoring and field operational support to Indigenous rangers and exploring related fee-for-service opportunities. The Project builds on the Capacity Building of Indigenous Ranger Strategy Project (Compliance) (CBIRS Phase I—Compliance) project which was considered highly successful because it used culturally appropriate teaching methods and a similar approach is considered essential for the new CBIRS Phase II—Incident Response Training Program.
In order to deliver the MOU outcomes, the GBRMPA Indigenous Compliance Team are seeking to engage a suitably qualified Service Provider who:
- has knowledge and/or expertise in the regulation of Government Incident Management Response Framework;
- has demonstrated experience working with Traditional Owners/Indigenous Ranger groups (often from remote locations);
- can contribute to developing a Traditional Owner framework that can be embedded into the existing Government Incident Management Response Framework;
- and has demonstrated experience in cross-pollination of culturally appropriate, contextualised training that will enhance government response and traditional owner partnerships in delivery of services;
