Snowy 2.0 Connection Project - Maragle 330kV Switching Station - High Voltage Equipment Supply and Install Supervision

⁠⁠⁠The project is being developed as a Design and Construct project with the contract awarded to UGL. TransGrid will be free issuing high voltage Equipment to UGL for construction of the project. The high voltage equipment required for the project together with quantities is listed in the Returnable Schedules. The list is based on the concept design and subject to change. The list of items, ratings, quantities provided are indicative only for the purpose of the EOI. The common technical parameters for all equipment are detailed in the Returnable Schedules. All equipment must meet the common technical parameters. The supplier shall review the common technical parameters and only nominate an expression of interest for items where they can meet these parameters.

 Stage 1 – Expression of Interest

The principal invites responses to this Expression of Interest from manufacturers, suppliers, distributors based in Australia including new suppliers, who have ACN or ABN. The interested suppliers are required to submit their responses as detailed in clause 2.3. The purpose of this stage is to shortlist the prospective suppliers who meet the requirements to tender for the high voltage equipment.

Stage 2 – Tender for Supply of High Voltage Equipment

The shortlisted suppliers from stage 1 will be invited to participate in the tender for supply of the high voltage equipment. The Request for Tender (RFT) will include detailed technical specifications and commercial schedules. The Principal uses a value for money methodology to evaluate and award the order for supply which includes evaluation of both technical and commercial responses. The details of the RFT and the process of finalisation and ordering will be provided in the RFT documents. 

Mandatory Qualification Requirements

This EOI requires suppliers to confirm that they meet the mandatory qualification requirements listed below.

Suppliers will need to provide documentary evidence of the following:

(a) Full Compliance with relevant latest IEC/AS Standards met with Type testing from globally recognised test laboratory. The relevant IEC/AS Standards include but not limited to following

• (i) AS 62271.1 – HV switchgear and controlgear – Common specification for alternating current switchgear and controlgear.
• (ii) AS 6227100 - Alternating current circuit breakers
• (iii) AS 62271.102 - Alternating current disconnectors and earthing switches
• (iv) AS 60044.1 – Instrument transformers – current transformers
• (v) AS 60044.2 – Instrument transformers – Inductive voltage transformers
• (vi) AS 60044.5 – Instrument transformers – Capacitor voltage transformers
• (vii) IEC 60044.1 – Instrument transformers – general requirements
• (viii) IEC 60044.2 – Instrument transformers – additional requirements for current transformers
• (ix) IEC 60044.3 – Instrument transformers – additional requirements for Inductive voltage transformers
• (x) IEC 60044.5 – Instrument transformers – additional requirements for Capacitor voltage transformers
• (xi) AS 60076.2 – Power transformers
• (xii) AS 4398 – Ceramic or glass – station post insulators for outdoor use – voltages greater than 1,000 V a.c.
• (xiii) AS 1307 Metal-oxide surge arresters without gaps for a.c. systems or IEC 60099 (as applicable).
• (xiv) IEC 60099-4 – Surge arresters – Metal oxide surge arresters without gaps for a.c. systems

(b) Confirmation of Warranty from the date of delivery of goods or installation whichever is later
