Tender Description

⁠⁠⁠Western Water has identified that an upgrade to the Gisborne Recycled Water Plant (RWP) is required and is the subject of this Request for an Expression of Interest.

To deliver the best possible outcome for its customers, the communities of Gisborne, Macedon and Mt Macedon, and the environment, Western Water wishes to engage with the open market and procure the works through a two-step engagement process:

Step 1: Request for Expression of Interest (REOI) process to prequalify and shortlist potential Tenderers.
Step 2: Request for Tender (RFT) for the works to be issued to the short-listed pre-qualified Tenderers.

The Gisborne RWP is located on the eastern outskirts of Gisborne, discharging to Jackson’s Creek under an EPA licence, approximately 15km north-west of Gisborne. It is owned and operated by Western Water.

The Gisborne RWP is a biological nutrient removal plant, and recent upgrades have been undertaken to both increase the plant’s capacity and its treatment performance. Despite the upgrades and improvements, several process units are currently reaching the end of their capacity, and accelerated growth in the region requires further upgrade works to proceed in the near future.

The project will involve design, construction, operation and maintenance of a new RWP entirely within the footprint of the existing Gisborne RWP with a desired completion and commissioning date of no later than July 2023. The project will be delivered under a purpose written Deed.

The REOI process will include a non-compulsory briefing via video conference to be held at 11am (AEDT), Monday 9 November 2020.

Note: At the time of issuing this REOI, the Victorian State Government is yet to provide approval for the Project.
