Horsham Rural City Council invites you to provide a quotation for

DESIGN AND CONSTRUCT: modification of air distribution and control systems to the Horsham Performing Arts Centre (PAC) auditorium

Background

The Horsham PAC opened in 2016, is managed and operated by the Horsham Rural City Council (HRCC). The PAC auditorium is used to showcase local and visiting acts and artists. HRCC has received complaints from patrons and performers about the auditorium air distribution system. Patrons in particular aisle seats have experienced drafting and temperature fluctuations. Performers have also expressed issues with elevated temperatures and a lack of airflow on stage. To address these issues, HRCC will review options for remedial works to improve comfort levels.

Scope of Works

These works include the investigation, design and modification of the existing air distribution and control systems to the auditorium to address air flow deficiencies. The proposed solution will improve airflow patterns and implement control strategies to ensure optimum performance under all modes of operation whilst ensuring minimal noise levels.

Indicative drawings must be supplied at tender stage (including relevant engineering calculations) to allow a comprehensive evaluation of the proposal.

All activities associated with the works are on a turn-key basis. This includes but is not limited to:

· Review and analysis of the auditorium’s existing heating, ventilation and air conditioning (HVAC) system;

· Design and development including design calculations, documentation and drawings

· Supply and installation of mechanical ducting and air distribution systems

· Building management systems (BMS) control installation, programming and monitoring

· Associated building works (scaffold, painting, plaster, cleaning etc.)

· Final testing including air balancing and controls commissioning

· Pre and post noise testing to certify that noise levels do not exceed the existing system;

· Site BMS monitoring and system fine-tuning for a 12-month period following commissioning.

HRCC acknowledge that the current mechanical system was designed to operate in conjunction with a highly advanced barometrically controlled air distribution system, which was removed from the original construction scope in order to provide necessary global project cost reductions.
