ABOUT CAMPBELLTOWN
Campbelltown City: A city of Ambition, Opportunity and Innovation.
Campbelltown City is a designated strategic centre and is just 53kms from the Sydney CBD, covering an area of 312 km2.
The City is home to more than 160,000 people with the population expected to reach 270,000 by 2031, and is a significant centre for the Macarthur region, providing a broad range of services and facilities including a major hospital, university, two TAFE colleges, arts centre, public transport, large shopping centres and a growing commercial and industrial sector.
Our location on the F5 provides residents and visitors with easy access to the wider Sydney metropolitan area. Residents enjoy this proximity while valuing the natural environment surrounding the city, including the Georges River, Scenic Hills, extensive bushland and rural lands.
Council's principal service centre is located at the Civic Centre in Queen Street, Campbelltown.
SUMMARY OF REQUIREMENTS
Council requires a Consultant with collaborative expertise to deliver a Bankable Feasibility and Development Strategy for the Queen Street and Leumeah Precincts - two key project areas within the Campbelltown City Centre.
Reimagining Campbelltown City Centre Master Plan (Reimaging Campbelltown) is the flagship strategy endorsed by Campbelltown City Council (the 'Council') in 2020. The master plan is the primary guiding document that articulates the vision and values for the City and its potential future state.

Progressing the Reimagining Campbelltown into a constructed reality requires appropriate investigations be undertaken to clearly define the financial and development strategies required to initiate City Centre transformation. It is simply not possible to begin constructing the Master Plan without due diligence on a number of inter-related activities.
The Queen Street and Leumeah precincts both contain unique qualities and urban design conditions which will result in different feasibility and development outcomes for Council's consideration. The broad purpose of this study therefore is to provide Council with certainty and direction on the development scope, its financial feasibility and detailed viability of Council owned catalyst sites as a trigger for urban renewal and development.
