Tender Description
The purpose of this project will be to review and define the role, directions and priorities of the Austroads Freight sub-program within the Transport Network Operations program.
Austroads’ objectives for this project are to achieve:
- Improved relevance, value, adaptability, endurance and communications of the Freight sub-program
- Better alignment with members’ (and broader industry’s) needs in road freight management, operations and planning, including specific considerations for local road managers
- Identification of areas of opportunities for reciprocal learning and alignment between Australian and New Zealand jurisdictions
- Clearer focus on technology and data opportunities in road freight management, operations and planning
- Identification of practical tools, applications and services that may be developed to support the use of the Freight sub-program’s research and guidance
- Better connections between people and goods mobility within the Transport Network Operations program
- Better connections of the Freight sub-program with other Austroads Programs
- Reduce / avoid member agencies needing to each undertake research and guidance development for common needs
In terms of high-level scope, the project will:
- Consider past and current Austroads freight-related research and guidance and other national / jurisdictional plans, strategies, and initiatives of relevance
- Consult and workshop with representatives of Austroads member agencies and other key stakeholders to capture their needs, aspirations, and priorities
- Define the Freight sub-program vision, purpose and objectives
- Develop a forward plan for the Freight sub-program research, including development of applications and services where relevant, to meet the agreed Freight sub-program vision, purpose and objectives
- Propose a structure for a future Austroads guide to allow for past, current and future Austroads research to be organised in an enduring format that practitioners can use and derive practical and operational value from.
