Tender Description
Department of Communities and Justice (DCJ) currently operates a comprehensive security ecosystem with large investments across:
• Web gateway security
• Email Gateway security
• Cloud service security
• Endpoint detection and response
• Endpoint malware protection and IPS/IDS
• Managed Security Services
These investments have proven to be successful to date in the mitigation of risk.
However, DCJ is now seeking to enhance its current ICT security capability and standardise its relevant security solutions/services across the whole of the recently formed DCJ entity.
For this tender, DCJ is looking for a strategic partner to support its delivery of security-based Protect, Detect and Respond capabilities in order to uplift DCJ’s existing security ecosystem plus drive improvements and cost competitiveness.
PROCUREMENT APPROACH
This Cyber Security tender is taking a multi-stage procurement approach since DCJ wishes to open it to a variety of relevant security solutions whilst obtaining a single point of accountability for the delivery, implementation and ongoing support of these solutions.
Stage 1 - Expression of Interest (EOI)
Organisations wishing to offer themselves as prime contractors for this tender will need to meet the following criteria to be eligible to respond and you will need to provide response and evidence in Procurement Central.
Either, be a specialist security services provider as follows:
• Have ICT security services as a major line of business and have been established in Australia for over 2 years.
• Have experience with large security engagements (preferably solution integration), specifically, must have experience delivering systems and services to a single client over a 12-month period totalling in excess of $1m.
• Be financially stable with an annual turnover of over $10m.
• Be registered as an advanced supplier on the ICT services scheme (SCM0020) or commit to complete registration prior to contract award.
• Have a strong resource pool of 20+ security delivery staff in NSW Australia.
• Never have been the subject of any insolvency.
• Be able to provide three recent case studies for work of a similar nature to this tender.
• Carry industry standard certifications (or equivalent) including ISO9001:2015, ISO/IEC 27001:2013
Or, be an experienced prime contractor offering a wider range of ICT services as follows:
• Have a strong and excellent track record of solution integration as an ICT prime contractor.
• Have ICT security as one of its major lines of business.
• Be financially stable with an annual turnover of over $100m.
• Be registered as an advanced supplier on the ICT services scheme (SCM0020) or commit to complete registrationprior to contract award.
• Have a strong resource pool of over 200 staff in NSW Australia.
• Never have been the subject of any insolvency.
• Be able to provide three recent case studies for work of a similar nature to this tender.
• Carry industry standard certifications (or equivalent) including ISO9001:2015, ISO/IEC 27001:2013
Stage 2 – Request for Proposal (RFP)
If selected to Stage 2 – Request for Proposal (RFP), invitees will be required to select the best fit for purpose security solutions in the open market, propose them as well as provide implementation and support services against DCJ’s requirements.
