Tender Description
Council is seeking an Expression of Interest (EOI) from Proponents with established experience and appropriate qualifications who may be interested in developing Council’s land in Lane Street and Veron Street, Wentworthville. Proponents are to identify the optimal outcomes and uses of the site and to submit a development proposal that will provide significant community amenity, giving consideration to the existing community uses/amenities on site (i.e. Wentworthville Library, Community Centre and Car Park).
Council will remain in control over the Site and will look to enter into an agreement/form of a delivery structure, by which, the successful Proponent would be responsible to finance, design and construct the proposed development outcome in its entirety, subject to the endorsement from Council.
In order to express your interest in the future use and development of the Site, your development proposal must address the scope of works outlined below:
- Demonstrated relevant project experience and delivery record for similar provision of works.
- Details of your company / relevant team members / project delivery team.
- Provide a Business Case outlining your agency’s financial capacity to fund the construction and redevelopment of the Site in its entirely. Details of the development uplift for your agency and value for money outcomes to Council are to be included.
- Demonstrate understanding of the works required and recommend the best use to be carried out on Site. Details of significant community amenity to be provided are to be included. This will involve a master plan of the site which will include but not limited to, indicative concept design plans, methodology, critical issues for the project and indicative timeframe of proposed development milestones to completion.
It is the intention that the above requirements satisfy Council, and that the proposed development on Site is viable and have a reasonable prospect of success.
Council at its absolute discretion may or may not shortlist Proponents.
Shortlisted Proponents will proceed to the RFX phase. The RFX phase will be subject to further refinement and additional details of the scope will be provided during the RFX phase. This will include the technical, operational, legal and commercial requirements for the site and the type of agreement/delivery structure that will be in place.
