Tender Description

⁠⁠⁠Four Joint Organisations are working collaboratively to undertake a project titled the Best Practice in Aggregated Procurement (BPAP) Program. The participating JOs include Canberra Region Joint Organisation (CRJO), Central NSW Joint Organisation (CNSWJO), Riverina and Murray Joint Organisation (RAMJO) and Riverina Joint Organisation (RivJO). Collectively, the participating Joint Organisations have 39 member councils in NSW.

The project has 6 stages. Stage 1a of the project has already been completed and Stage 1b is underway. These stages are separate from Stages 2-6 that are included in this EOI. Stages 1a and 1b consist of legal advice regarding the challenges and opportunities under the Local Government Act, delegations to enable procurement by the JO for and on behalf of its member councils, and instruments for use between the JOs and their member councils to optimise aggregated procurement. Stages 2-6 build on the work of Stages 1a and 1b.

The objective of this EOI is to identify suitable providers who are capable of delivering:

a suite of tools including templates and other materials to support and facilitate procurement activities undertaken by the JOs
enabling advice that ensures procurement activities undertaken by the JOs meet the highest standards and comply with legislative requirements
a pathway to sustainability through procurement and offering a substantive value proposition to JOs’ member Councils.
The JOs are seeking to identify a suitable provider or providers to deliver Stages 2 to 6 of the Best Practice in Aggregated Procurement Program. It is the JOs’ preferred option to engage one service provider to deliver the entirety of the project, therefore proposals made via a consortia must nominate one of its members as the lead.

It is anticipated that this EOI will be followed by a selective Request for Quotation (RFQ) from which the suitable provider will be engaged. If, however, the EOI results in material changes to the specification, the JOs may consider conducting the RFQ as an open request rather than a selective request.

All responses are required to be input into the designated areas within the online form. Attachments are permitted for most questions.
