Safer Care Victoria (hereafter referred to as the organisation) is the lead agency for improving quality and safety across the Victorian health system. The organisation aims to improve healthcare so it is safer, more effective and person-centered.
One of the ways we do this is by combining improvement science methodology with a framework that brings health care services together to collectively develop, test and implement changes in specific areas or aspects of health care provision. The organisation further supports health services with teaching and coaching in project management, consumer co-design, improvement science and leadership to ensure work achieves measurable improvement in health outcomes.
Each improvement program requires teams to share resources, ideas and work through the project life cycle. This sharing is paramount to innovating, achieving and sustaining improvement.
Currently, multiple platforms are used to engage and support health services through an improvement program (e.g. email, video conferencing). This leads to frustration, with disengagement often observed among teams.
For the organisation to effectively support health services across the state to achieve and sustain improvement efforts, our approach needs to be partnered with a web-based quality improvement platform that makes it easy for all to participate and for the organisation to efficiently and accurately measure changes achieved.
This procurement process is seeking a web-based quality improvement platform that will allow health services to be active participants in state-wide improvement programs, led by the organisation. This system will enable the organisation to achieve its purpose, of supporting health services to deliver safer, more effective and person-centered care, by providing a flexible platform where teams can plan and coordinate their improvement response and easily connect in a shared, interactive learning space. The Model for Improvement is the organisation’s chosen improvement science methodology. Therefore, the selected web-based quality improvement platform will need to demonstrate design agility to allow our improvement programs to establish, edit, and publish within the platform: aim statements, driver diagrams, measurement strategies, change packages and end-user friendly interactive Plan-Do-Study-Act cycles (for more information on these improvement science elements see IHI.org) to design, test and implement changes. In addition to these global project features, the chosen platform will enable the organisation to provide team progress reports and allow efficient and accurate measurement of the system impact as a result of the improvement program.
The organisation requires the web-based quality improvement platform to be ready for use by October 1, 2020 to support delivery of the organisation’s improvement programs.
