Regional Growth NSW Development Corporation (the corporation) invites expressions of interest (EOIs) from suitably qualified and experienced organisations seeking to undertake the role of Managing Contractor for the design and construction of the enabling works for Stage 1 of the Parkes Special Activation Precinct (the project).
The project is located to the west of the Parkes town centre and involve an upgrade of approximately 9.2km of Brolgan Road extending from its interface with the Newell Highway. The works for the project includes demolition, roadworks, two bridges over the railway line, stormwater drains and detention basins, substation, overhead electrical lines, gas, water , street lighting,communication and sewer services and landscaping.
This is a unique opportunity to be involved in the first Special Activation Precinct under the $4.2 billion Snowy Hydro Legacy Fund. The pipeline of future projects includes the Wagga Wagga, Moore, Snowy Mountains and Williamtown precincts. The project will be a hub of sustainability and advanced enterprise which will enhance employment in the local and regional community. The project will help to deliver critical infrastructure that will stimulate economic development in the Parkes region.
Via this EOI process, the corporation will endeavour to shortlist up to three organisations to proceed to an early contractor involvement tender process.
To be considered for shortlisting through the EOI process, organisations must meet the following mandatory requirements (which are further detailed in the Invitation for Expressions of Interest document):
- demonstrate capability through prequalification under the National Prequalification System for Civil (Road) Construction Contract for class (or higher) of B3, R3 and F100, and the proposal of a lead designer who is registered with Transport for New South Wales under the Technical Services Registration Scheme of Construction Industry Contractors for Complex Road Design and Complex Bridge Design
- demonstrate independently certified management systems for work health and safety, environmental and quality
- provide acknowledgement that will accept and is capable of fulfilling the role of ‘Principal Contractor’ (under work health and safety legislation)
- provide a commitment statement that will prepare a workplace relations management plan for the project
- demonstrate an ability to deliver a project without exposing the Government or the community to an unacceptable or adverse actual or reputational risk
- demonstrate satisfactory performance in work health and safety
- demonstrate sufficient financial capacity and liquidity to successfully undertake the project.
The corporation is an agency of the NSW Government, established on 1 July 2019, to deliver place-based projects in regional NSW. Its mission is to create sustainable places of economic development and prosperity for regional NSW communities. The corporation supports investors through faster approval processes, planning certainty and infrastructure development.
