Tender Description
UTS' strategic plan 'UTS 2027' will require a series of initiatives to support its implementation. Technology transformation, business model and process transformation, and student and staff experience transformation are key themes in this plan. Significant technology uplift will be required to successfully deliver on the plan.
The current overheads of carrying out separate procurement processes for almost every IT initiative are very significant, often prohibitive to the timeliness and continuity of projects, and represent poor value-for-money. This is particularly challenging as we often have several interconnected but separately run initiatives which would otherwise greatly benefit from continuity of expertise.
The establishment of a ready panel of category-based prequalified service providers will maintain probity and reduce overheads whilst providing increased levels of service to UTS through partnership with a small number of providers who understand the UTS technology environment and our business strategies. This will also reduce the amount of supplier on-boarding activity.
UTS Information Technology (IT) Panels
IT Panels are established, operated and managed within the rules of the Information Technology Division (ITD Panel Framework and Standard Operating Procedures. IT Panel Suppliers are:
1. Sourced through a competitive open tender.
2. Appointed under NSW Procure IT and UTS terms and conditions for a term of three (3) years with two additional one (1) year options to extend the appointment, at UTS discretion.
3. Expected to respond to requests for quotes as issued by UTS in accordance with the required procurement process relevant to the procurement value as set out in the Information Technology Division (ITD) Panel Framework and Standard Operating Procedures.
4. Expected to compete in terms of pricing and service delivery.
5. Subject to performance monitored and reviewed through a shared performance management plan.
6. Subject to retention or removal from a Panel in accordance with Panel terms and conditions.
7. Advised that a UTS IT Panel appointment is non-exclusive. UTS reserves the right to seek quotes for Panel services from suppliers other than registered IT Panel suppliers.
8. Advised that UTS reserves the right to add further categories to any Panel at its discretion.
9. Advised that the applicable Information Technology Division (ITD) Panel Framework and Standard Operating Procedures are summarised in a UTS Panel Supplier Guide provided in Schedule (1) of this RFT.
