⁠⁠⁠In February 2019, the Rural City of Wangaratta (RCOW) decided to undertake the development of a 5 year ICT Strategy, focusing on key initiatives focusing on overall business transformation for the external and internal services provided by the business.

A significant activity identified by the strategy was the need to test the market for a current business platform, that would offer delivery of services through a cloud-based, Software as a Service (SaaS) model.

The ICT Strategy has been approved by the Executive, and a project initiated to seek to address this specific initiative.

The Core Business Platform aims to introduce a single cloud-based Software as a Service platform that supports a large component of the services facilitated in a Local Government setting.

Incorporating a number of core business functions including:

Asset Management

• Property, Rating and Regulatory functions
• Customer Services and Database
• Records Management
• Financial Management
• Procurement
• Events Management

Council is seeking information from suppliers as to their capability to deliver a single SaaS platform to support these functions.

Recognising that a number of functions will remain outside of the core business platform, Council is seeking to understand the capability of software suppliers to provide a modern integration layer to facilitate integration to application and functions outside the scope of the core business platform.
