Tender Description
RTIO’s Pilbara Rail Network comprises in excess of 1700km of rail infrastructure. Detailed Visual (Level 2) inspections of all cuttings and embankments have identified approximately 20 locations where remedial works are required to reduce the risk of train losses or risks to personal safety due to uncontrolled rock fall or slope failure.
The general objective of the remedial works is to reinstate the integrity of the cuttings, embankments and associated drainage to reduce any potential for future failure which may compromise track integrity. Detail of typical scope of works for cutting & embankment remediation would comprise of but is not limited to:
- Removal of loose material from the face and crest of the cutting;
- Removal of large unstable blocks from the face and crest of cutting;
- Benching / crest detailing of cuttings where required to reduce rock fall potential;
- Clearing of crest and toe drains of blockages and eroded material and ensuring water is be to directed away from the track formation area; and
- Repair embankment scour / embankment reinforcement with rip rap / rock armour or similar, where scour / erosion is identified.
Further guidance with regard to specific scope requirements for each site or specific components will be provided at tender stage.
More generally, works required to be performed by the contractor includes but is not limited to:
- All inductions and safety management requirements;
- All planning & project management requirements (Gantt, Methodology & Signoff);
- Site visits and associated site meetings with the Company;
- Mobilisation of required personnel to site (RTIO will provide flights from/to Perth, onsite accommodation & meals)
- Supply & mobilisation of all equipment and machinery sufficient to achieve objectives within the nominated obstruction window (a list of RTIO supplied / available equipment will be provided at tender stage);
- Supply of relevant safe working personnel required to undertake the scope of works;
- Provided suitable Work as Executed plans where requested. (Survey works or dimensioned hand sketch - TBA); and
- Demobilisation, ensuring site is sufficiently clean and left in acceptable state.
RTIO currently plan to nominate obstructions during shut alignments for each site with typical construction / remediation windows of up to 4 days and with a minimum of 8 hours possession time to complete the works.
Whilst guidance exists with respect to the recommendations of previous detailed L2 assessments, further deterioration of these sites has required scoping to be undertaken with a higher degree of rigour. Scoping has been undertaken by an experienced geotechnical engineer and civil supervisor and associated recommendations will be included in the scope of works document. These recommendations along with recommendations provided in the recent L2 reports and guidance provided during initial site inspections will form the scope for each location.
Further Notification
The scope of works document will be circulated approximately on the 28th February. Tender submission period is expected to run for 6 weeks with a compulsory site inspection within the first half of the tender open dates.
