This Tender is invited by the Issuer.
The Shared Services Taskforce (Taskforce) requires a range of personnel to act as technical leaders and for other highly specialist roles (Technical Services) to deliver a Non production GovERP version and a Production ready GovERP solution. Lead & specialist roles will design work packages to be delivered in the coming months.
The services are required for the following activities:
a. Installation of the base software, SAP S/4HANA v 1909 (S/4HANA),
b. Configuration of the GovERP solution;
c. Installation and configuration of at least one value-add product (Edge Product); and
d. other additional services as required to meet the SST’s future needs.
The contract(s) are proposed to go through to 30 June 2020 for the initial term, with two contract extension periods of six months each.
Role Description
SAP Finance & Procurement Systems Development Lead
Essential Criteria:
10+ Years demonstrated Functional implementation and support experience in the Federal
Government Public Sector SAP ERP solution, covering four or more of the following modules:
o Finance Operations including COA design
o Finance Reporting
o Procurement
o Asset Accounting
o E-Invoicing
o Budgeting and Forecasting
Desirable Criteria:
• Previous experience of leading development teams in the implementation of new greenfield
Finance ERP systems or major upgrade and enhancement programs
• Demonstrated analytical skills of a high order in the SAP ECC6 ERP system environment with
some experience of the S/4 HANA environment
• Demonstrated ability and experience in the preparation of detailed functional design
specifications, unit testing and the co-ordination and writing of test plans.
• Demonstrated knowledge of Finance and Procurement Data Migration procedures and
supporting validations
• Demonstrated sound communication and stakeholder relationship skills
• Ability to work under pressure and manage several concurrent tasks
• Demonstrated experience of integrating the SAP core modules with third party products to
extend the core capability

Your acceptance of work in developing requirements may exclude you from related procurements with the Shared Services Taskforce:
Definitions:
• Market Approach means any approach to market for products or services related to the SST
Project, excluding any RFQs which are classified as "Advisory Services"’; and
• SST Project means the multiple projects undertaken by Finance, through the Shared Services Taskforce (SST) in respect of the modernisation of the Australian Government's enterprise resource planning operating model, including related procurement processes.
1. No preparation of (or assistance in preparing) a response
To ensure the integrity of any future Market Approach is not compromised and that Finance maintains the highest possible ethical standards, your organisation acknowledges and agrees that, if it is selected as a preferred respondent under this RFQ process, it will not be able to participate, directly or indirectly, in relation to any future Market Approach connected or related to the SST Project, including that it will not:
a. prepare, lodge or submit a response in respect of any future Market Approach; or
b. assist any third party in the preparation, lodgement or submission of a response, including providing advice, opinions or analysis to a third party who will or may submit a response in respect of any future Market Approach,
without the express written permission of Finance.
2. If the Department reasonably believes that your organisation is or has been involved in the preparation, lodgement or submission of a response in respect of any future Market Approach in any way and without Finance approval, Finance may, in its sole and absolute discretion, exclude that response from the evaluation process.
3. Improper assistance
Finance may exclude from further consideration responses which have been compiled:
a. with improper assistance of employees or ex-employees of Finance, or any consultants or
advisers (or ex-consultants or ex-advisers) to the Department;
b. using information improperly or unlawfully obtained from the Commonwealth or third parties;
or
c. otherwise as a result of unethical or improper conduct.
